Context and challenge
At the Africa Forward Summit in Nairobi (11–12 May 2026), 21 African Public Development Banks endorsed the Nairobi Joint Declaration on scaling sustainable, resilient and inclusive agricultural finance, with support commitments from AFD, IFAD, AfDB and KfW. Translating those commitments into action requires a dedicated implementation mechanism.
Strategy and approach
The AFRACA PDB Forum in Lomé (25-26 May 2026) translated the Declaration into the Lomé Action Framework, a seven-step roadmap connecting member institutions to AFD financing, and secured forum-level endorsement to activate AFPAF with AGRA and AfDB. The Facility presents pathways for PDBs and Central Banks to address policy, regulatory and capacity challenges; the Bank of Uganda has already expressed strong interest in working with the Facility.
